February 2012 Update

Argos Group, Inc. presented its initial concept proposal for alterations for condominiums and partial demolition of the Hurt Home property (3052 R Street, NW) to the ANC2E meeting on January 3, 2011.  The presentation discussed plans to convert the building to 15 condominium units with 30 surface parking spaces at the rear of the building.  The proposed site plan included widening of the alley on the west side of the property from the current 14’ to 20’ to facilitate two-way traffic in the alley, to/from the parking area. (There is no other vehicle access to the building other than this alley.  There also are several private garages of homes on 31st Street, NW that use this alley as well.) Widening of the alley will require removal of one mature American Holly tree. 

The proposed demotion would include rear sunroom additions on the second and third floors, the elevator shaft and machine room access stair, and various rear additions at the ground and first floors.  Window and door opening modifications on the east and west façade are also proposed. The ANC2E voted unanimously to approve the concept. 

Argos Group presented the same concept proposal at the Old Georgetown Board OGB) Meeting on January 6, 2011. One Board Member asked about plans for roof antennas on the building; and, all parties agreed that there would be no roof telephone or antennas permitted.  A DDOT study is planned that will focus on the proposed widening of the alley and curb cut on “R” street will be conducted.

In February and April 2011, Argos Group presented alterations to its initial concept proposal, including a landscape plan and results of a DDOT study on the proposed widening of the alley and curb cut to the ANC2E, the OGB, the Zoning Commission and the Office of Planning.
The Zoning Commission voted to approve (4-0-1) the Argos’ proposed zoning application request (pending receipt of a written DDOT Report on its decision to approve widening the adjacent alley but not approve widening of the “R” street curb cut.)

Argos Group presented additional information to the OGB on May 5, 2011, that included alternations to the landscape plan. OGB Board Members had no objection and recommended concept approval and preparation of detailed and dimensioned drawings for review by the Commission on Fine Arts.

Following concept approval by the Commission on Fine Arts and the approval of DDOT for the widened curb cut, Argos Group will be presenting the approved plans for Permit Review to the OGB on March 1, 2012.
